MARKET REPORTS:

Tokyo commodity exchange adds another rubber listing
TOKYO — The Tokyo Commodity Exchange on Tuesday listed a second natural rubber product in an effort to lure Chinese and Southeast Asian traders and investors.
Ribbed smoked sheet, or RSS, rubber is already the fourth most traded commodity on Tocom, behind gold, crude oil and platinum. The sheetlike, handmade natural rubber product accounted for 9% of all trading in 2017.
Now Tocom has listed technically specified rubber, or TSR. The machine-produced product is cheaper and of higher quality than RSS.
By listing TSR, Tocom hopes to catch up to the Singapore Exchange, which trades both kinds of rubber. It expects the move to draw trading from Thailand, the world’s largest natural rubber producer, and China, the world’s largest natural rubber consumer.
Natural rubber futures markets are used to hedge against price fluctuations.
Japan’s TSR imports surpassed those of RSS in 2002. In 2017, TSR accounted for 80% for Japan’s natural rubber imports.
“Chinese traders and investors have shown an interest in Tocom-offered TSR futures,” said Hideshi Matsunaga of Sunward Trading in Tokyo.
Many Japanese tire makers, however, source their natural rubber directly from plantations and producers with which they have long-term contracts. This way, the rubber they obtain is easily traceable.
“Sumitomo Rubber Industries has no plans to trade in futures,” a company representative said.
Although Tocom has big hopes for TSR, it is unclear how much its rubber futures trading will expand, said Satoru Yoshida of the Rakuten Securities Economic Research Institute.
“With two listed products, it could result in market players’ dispersion and lower trading volume,” said Tsutomu Kosuge of Marketedge in Tokyo.
Meanwhile, Tocom President Takamichi Hamada is pinning his hopes on an increase in arbitrage trading. He said the amount of TSR in circulation has increased to nearly four times that of RSS.
“Natural rubber is the longest-established product on Tocom,” he said, “and we will continue to support industrial infrastructure.”
SGX-listed TSR is the benchmark for Indonesian natural rubber. “We hope Thai rubber producers and exporters will use our TSR prices as their benchmark,” Hamada said. “We can also expect arbitrage trading utilizing the price difference with the Shanghai and Singapore bourses.
“An increase in arbitrage trading will boost Tocom’s internationalization. We will also start dollar-denominated off-floor trading to meet strong demand. I think the service will gradually be accepted by customers,” Hamada said.

TOCOM surges as Shanghai rally prompts fresh buying
• Benchmark Tokyo rubber futures surged on Thursday, recovering from their lowest level in nearly two years hit earlier this week, as a rally in Shanghai futures prompted a flurry of short-covering, dealers said.
• The Tokyo Commodity Exchange (TOCOM) rubber contract for February delivery finished 3.7 yen, or 2.2%, higher at 169.6 yen (US$1.51) per kg, after hitting a 1-week high of 170.0 yen earlier in the session.
• The most-active rubber contract on the Shanghai futures exchange for January delivery jumped 455 yuan to finish at 12,570 yuan (US$1,834) per tonne. It rose to 12,720 yuan, the highest in about a month, earlier in the session.
• “The rubber markets have been oversold,” a Tokyo-based dealer said.
• “Chinese speculators with heavy short positions started buying back after the market held up better-than-expected at near key support levels.”
• That led investors in Japan to unwind their short positions, he said, adding that stronger oil prices also lent support.
• Oil prices rose on Thursday after news of another drawdown in US crude inventories and on signs that OPEC may not raise production enough to compensate for the loss of Iranian exports hit by US sanctions.
• “If Shanghai futures continue to climb, the TOCOM could follow the trend,” the dealer said.
• The front-month rubber contract on Singapore s SICOM exchange for October delivery last traded at 133.6 US cents per kg, up 1.5 cents.

Higher prices, supply woes to drive up rubber imports
• The domestic rubber shortage due to the recent floods in Kerala is likely to perk up imports, which are likely to hit a record 5.3-5.5 lakh tonnes in FY 2019.
• According to rating agency ICRA, rubber imports have accounted for 40 per cent of consumption in the last five years and the same is expected to reach 50 per cent in FY 2019 with the shortfall envisaged in output.
• India is the second largest consumer of natural rubber (NR) after China. Despite India also being one of the key producers, contributing over 5 per cent of global output, it remains a net importer.
• In FY 2018, India produced 6.9 lakh tonnes (lt) but consumed 11.1 lt, with the supply gap being fully met through imports from Indonesia, Thailand and Vietnam.
• “We expect NR output to decline by 1.2-1.4 lt or 18-20 per cent fall in FY 2019. With rubber being a critical raw material, the sharp fall in output will have a consequent impact on the Indian tyre industry,” said K Srikumar, Vice-President, Corporate Sector ratings, ICRA.
• As domestic rubber prices continue to increase on supply shortage concerns, tyre-makers continue to import rubber with the current landed costs lower than domestic prices.
• However, with the expected rise in both domestic and global prices, coupled with the depreciation in the rupee, tyre manufacturers are likely to witness pressure on their margins. ICRA expects a 100-bps contraction in operating profit margins for FY2019, he added.
Tyre industry to face rubber shortage after Kerala floods
• The Indian tyre industry is expected to be adversely hit due to estimated lower rubber output by 18-20 per cent following the Kerala floods, a report said on Thursday.
• According to rating agency Icra s report, the natural rubber which accounts for 35 per cent of the overall input costs in values for manufacture of tyres, is expected to witness considerable shortage due to the inundation resulting in pressure on operating margins for tyre manufacturers.
• Natural rubber accounts for over 20 per cent of Kerala s total area under cultivation and the southern state contributes the largest share of 84 per cent of output in the country followed by Karnataka, Tamil Nadu and North-Eastern states like Assam, Tripura, Meghalaya etc.
• “We expect the natural rubber output to decline by 1.2-1.4 lakhs MT (or) 18-20 per cent fall during FY2019. With the natural rubber being a critical raw material, the sharp fall in output will have consequent impact on the Indian tyre industry. It accounts for 32 per cent and 35 per cent of total inputs, in volume and value terms, respectively,” agency s Vice President (Corporate ratings) K. Srikumar said.
TOCOM ends at near 1½-month low amid growth worries
• Benchmark Tokyo rubber futures extended declines for a fifth straight session and ended at a near 1½-month low on Thursday amid ongoing worries over economic growth after US President Donald Trump threatened fresh tariffs on another US$200 billion in Chinese imports.
• China will be forced to retaliate if the United States implements any new tariff measures, China s commerce ministry warned on Thursday, as the world s two biggest economies remain locked in an intensifying trade war.
• Tokyo Commodity Exchange (TOCOM) futures, which set the tone for rubber prices in Southeast Asia, also came under pressure from the yen, which gained a tad against the dollar, making assets denominated in the Japanese unit less affordable when purchased in other currencies.
• “A further deterioration in the trade dispute casts worries over rubber demand,” said a Japanese trading source.
• The Tokyo Commodity Exchange rubber contract for February delivery finished 0.4 yen lower at 167.6 yen (US$1.51) per kg, the lowest settlement since July 26.
• The most-active rubber contract on the Shanghai Futures Exchange for January delivery rose 65 yuan, or 0.5%, to finish at 12,060 yuan (US$1,766) per tonne.
• The front-month rubber contract on Singapore s SICOM exchange for October delivery last traded at 131.8 US cents per kg, down 0.1 cent.
