KOCHI: At a time when the rubber growers are slowing recovering from the fall in prices, the Central Government has made an unexpected gain of Rs 1,890 crore by way of various duties from the import of 4.5 lakh MT of natural rubber (NR) during the recent fiscals, according to Indian Farmer’s Movement (Infam).

The Centre exchequer benefits from 25 per cent import duty, 3 per cent Central excise duty, 3 per cent Customs cess and 4 per cent counter-veiling duty, adding to a total of 35 per cent duty for rubber imports, it stated.

The import of NR touched 458,374 tonnes in 2015-16, before declining to 426,434 tonnes in 2016-17.
“On the one hand, the Kerala government is ensuring the farmers get Rs150/kg while on the other, the Centre gets additional around Rs 2,000 crore through imports, which in turn affects the domestic demand for the rubber,” said MC George, national trustee of Infam.

He said the Centre should at least use a part of the proceeds from the rubber imports for helping rubber farmers. The ‘Grow in India’ programme will be the casualty as natural rubber growers are exploited by both the industry and the rulers in the country.

“If there are no benefits, growers will stop cultivation and the country will be forced to import its full requirement,” George said.

An officer with the state Finance Department said despite the cash crunch, the state government has been providing rubber farmers with an assured Rs 150/kg by paying the shortfall in the market price. “We have the used entire Rs 500 crore provided in the budget for the rubber price stabilisation scheme. The money is directly credited in the bank accounts and, it’s functioning smoothly,” the officer said.

In 2013-14, Kerala produced around 90 per cent of the country’s NR needs – the state produced 9 lakh MT when the consumption stood at 10 lakh MT. Following the fall in prices, the production has fallen to 6 lakh MT, Infam said.

മട്ടാഞ്ചേരി : ശ്രീലങ്കയും ഇന്ത്യയും തമ്മിലുള്ള വ്യാപാരകരാര്‍ പ്രകാരം ശ്രീലങ്കയില്‍നിന്ന്‌ 2500 ടണ്‍ കുരുമുളക്‌ ഉടനെ ഇന്ത്യയിലെത്തിയേക്കും. ഇത്‌ കേരളത്തിലെ കുരുമുളക്‌ കര്‍ഷകര്‍ക്ക്‌ കനത്ത സാമ്പത്തിക നഷ്‌ടത്തിനു വഴിയൊരുക്കും.
ഇന്ത്യയിലെ 99 ഇറക്കുമതി കമ്പനികള്‍ക്കാണ്‌ നികുതിയില്ലാതെ ശ്രീലങ്ക- ഇന്ത്യ കരാര്‍ അനുസരിച്ച്‌ 2500 ടണ്‍ കുരുമുളക്‌ ഇറക്കുമതി ചൈയ്ുയന്നത്‌. ഇറക്കുമതി ചെയ്യുന്ന കുരുമുളക്‌ കിലോയ്‌ക്ക് 500 രൂപ നിജപ്പെടുത്തി ഡയറക്‌ടര്‍ ജനറല്‍ ഓഫ്‌ ഫോറിന്‍ ട്രേഡ്‌സ്‌ (ഡി.ജി.എഫ്‌.ടി)ഇറക്കിയ ഉത്തരവിനെതിരേ ഇറക്കുമതി ലോബികള്‍ കേരള ഹൈക്കോടതിയെ സമീപിച്ചിരുന്നു.
ഇറക്കുമതി ചെയ്യുന്ന കുരുമുളകിന്‌ 500 രൂപയെന്ന മിനിമം നിരക്കില്‍ മാറ്റം വരുത്തണമെന്നും നിരക്ക്‌ കുറയ്‌ക്കണമെന്നും ആവശ്യപ്പെട്ടാണ്‌ ഇറക്കുമതിക്കാര്‍ കോടതിയെ സമീപിച്ചത്‌. തല്‍ക്കാലം ഇറക്കുമതിക്കാര്‍ക്ക്‌ കോടതി അനുകുലമായതോടെയാണ്‌ 2500 ടണ്‍ കുരുമുളക്‌ ശ്രീലങ്കയില്‍നിന്ന്‌ ഇന്ത്യയിലെ വിവിധ തുറമുഖങ്ങളില്‍ എത്തുന്നത്‌.
കുരുമുളകിന്റെ വില കിലോയ്‌ക്ക്‌ ശ്രീലങ്ക 275 രൂപയാണു നിരക്ക്‌. കയറ്റുമതി ചെയ്യുന്ന ശ്രീലങ്കന്‍ മുളക്‌ ഗുണനിലവാരം കുറഞ്ഞ രണ്ടാംതര മുളകാണ്‌. വിയറ്റ്‌നാമില്‍ കുരുമുളക്‌ കിലോക്ക്‌ 175 രൂപയാണ്‌.
ശ്രീലങ്കയും ഇന്ത്യയും തമ്മിലുള്ള കരാര്‍ പ്രകാരം വില തീരെ കുറഞ്ഞ വിയറ്റ്‌നാം മുളക്‌ ശ്രീലങ്ക വഴിവരാനും സാധ്യതയുണ്ട്‌. കൊച്ചിയില്‍ കുരുമുളക്‌ വില കിലോക്ക്‌ 336 രൂപയാണ്‌. ഇറക്കുമതി ചെയ്‌ത്‌ ഇന്ത്യയിലെത്തുന്ന കുരുമുളക്‌ കപ്പല്‍വഴിയും മറ്റും അനുബന്ധ കൂലികളും ചേര്‍ത്താല്‍ കിലോക്ക്‌ 290 രൂപവരെ വരുകയുള്ളൂ.
ഇറക്കുമതി ചെയ്യുന്നവര്‍ ഉത്തരേന്ത്യയിലാണ്‌ വില്‍പന സാധ്യത തേടുന്നത്‌. മഴ തുടങ്ങിയിട്ട്‌ ആഴ്‌ചകള്‍ പിന്നിട്ടു. പറിച്ച പച്ചമുളക്‌ ഇനിയും കര്‍ഷകര്‍ ഉണക്കികഴിഞ്ഞിട്ടില്ല. ഓണം പടിക്കലെത്തി.
സാമ്പത്തിക ആവശ്യങ്ങള്‍ക്കായി കര്‍ഷകര്‍ നേരത്തെ സ്‌റ്റോക്ക്‌ ചെയ്‌ത കുരുമുളക്‌ വിപണിയില്‍ വില്‍പനക്കെത്തിക്കാന്‍ തുടങ്ങുന്നതിനിടയിലാണ്‌ ഇറക്കുമതി വരുന്നത്‌.

Spot rubber continues to rule steady

• Spot rubber continued to rule steady on Tuesday. RSS 4 was quoted unchanged at Rs.131 a kg, by traders.
• The grade improved to Rs.131 (130.50) according to the Rubber Board.
• The trend was partially mixed as latex 60 per cent firmed up further to Rs.86.50 (85.50) on enquiries from the general rubber goods sector.
• RSS 4 inched up at its August futures to Rs.132.40 (132.35) while it s September futures slid to Rs.130.81 (131.26) on the National Multi Commodity Exchange (NMCE).
• RSS 3 (spot) dropped to Rs.101.36 (102.26) at Bangkok. July futures declined to Rs.99.28 (101.01) on the Tokyo Commodity Exchange (TOCOM).

Kerala HC stays DGFT’s notification on pepper minimum import price

• Pepper exporters, mainly value-added processors, heaved a sigh of relief when they obtained an interim stay from the Kerala High Court on the DGFT notification fixing a minimum import price on pepper at Rs.500/kg.
• Passing the order, the Court observed that only the Central Government has the power to issue notification, framing or amending the Exim policy under the Foreign Trade (Development & Regulation) Act 1992.
• The court order comes in the wake of a batch of writ petitions filed by Kancor Ingredients, Synthite Industries, etc challenging that the Directorate-General of Foreign Trade has no jurisdiction to amend the policy condition by way of a notification under section 3 of the Act, as the same provides only for issuance of orders restricting imports and exports.
• According to the petitioners, the MIP notification destroyed pepper imports to the country and consequently, the export of value-added products of pepper has seen a significant decline for the year 2017-18.
• There has also been a sharp decline in the export of value-added products due to the imposition of MIP without which no person could import pepper.
• The petitioners said that total pepper production in the country is within the range of 35-60,000 tonnes, while the domestic consumption itself is more than 50-70,000 tonnes per year. The requirement of pepper for export purpose or for other value-added products is in the range of 20,000 tonnes.
• Even when the pepper production in the country has been at its maximum, it was not sufficient to meet the export requirement for the spice industry. Further the pepper available in other countries are also suited for value added products due to which imports from Sri Lanka, Vietnam, Indonesia have boosted the export of value added products such as ground spices, oleoresins, etc.
• The cheap labour and surplus production in other countries has forced petitioners to depend on imports to compete in the world market.
• Unless competitive pricing is provided, the domestic spice industry will be hit, they said.
